May this action proceed, must it be refused, or does it require an authorized supervised path?

- Refuse — the governed action does not satisfy the required authority conditions.
- Supervise — the action requires an authorized supervised path before it may proceed.
Identity, policy, model controls, validation, and monitoring remain necessary upstream controls.

In observe-only evaluation, those outcomes can be recorded without production blocking.
In controlled enforcement, the governed outcome can become authoritative for the scoped execution path.
Where Refusal Infrastructure Sits
Refusal Infrastructure is not a model plugin or an upstream policy system.
It operates at a specific control point:
